Conservatives call for action over second London rail mainline

Cllr. Geoffrey Theobald, the Leader of the Conservative Group on Brighton & Hove City Council, calls for a second Brighton to London rail mainline – BML2 – to be made the centrepiece of the Greater Brighton devolution bid to Government.

The Greater Brighton Economic Board, of which Cllr. Theobald is a member, comprises the Leaders and Chief Executives of Brighton & Hove City Council, Lewes District Council, Mid Sussex District Council and Adur & Worthing Councils.

The Board has recently submitted a bid to Government for more powers to be devolved to the local area, including over transport investment, and Cllr. Theobald believes strong emphasis should be placed on BML2 in the negotiation process.

He said: “All the areas such as Manchester and Birmingham which have been successful in their negotiations with Government for greater powers have had a bold and ambitious vision for their areas. By putting the very obvious case for a second direct rail line from Brighton to London at the forefront of our bid, I firmly believe that we can join these municipal powerhouses. The Government is clearly very keen on investing in new rail infrastructure through projects such as HS2, Crossrail 1 & 2 and HS3 so I do believe that we would be knocking on an open door, or at the very least, one that has not been bolted shut. BML2 would bring about enormous economic benefits to both Greater Brighton and Greater London and would at the same time ease congestion and give passengers a direct and reliable alternative when things go wrong on the current Brighton to London line.”

Kemptown MP calls for increased investment in HIV for the most marginalised

Simon Kirby, MP for Brighton Kemptown & Peacehaven, joined UK activists at a STOPAIDS Parliamentary event to mark World AIDS Day on December 1.

Simon Kirby MP

He joined them in their call for increased investment in HIV and to support HIV testing and treatment for the most marginalised.

UK investment has helped to transform the global HIV response and Mr Kirby voiced his support for renewed UK leadership in the push to end the global AIDS epidemic by 2030.

Mr Kirby spoke with activists about the progress made so far in the AIDS response and the financial and political commitment needed to make ending AIDS as a public health threat by 2030 a reality.

UNAIDS estimates that in order to end AIDS by 2030, global funding must increase from $19bn to $32bn annually- but funds must increase over the next five years or we will lose this unique window of opportunity to end AIDS.

Mr Kirby said: “For the first time the end of AIDS is achievable. We have the tools to end the epidemic, but to meet the ambitious global targets the UK government signed on to in September, we can leave no one behind. The UK government must increase its support to ensure access to HIV testing and immediate treatment for all including the most marginalised groups in the UK and globally.”

The UK government welcomed the new Sustainable Development Goals (SDG) in September 2015 during the UN General Assembly in New York. SDG 3 pledged to ensure healthy lives for all, and end the AIDS epidemic by 2030.

Mike Podmore of STOPAIDS, said: “It is inspiring to see parliamentarians like Simon Kirby showing his support for continued UK leadership in the global HIV response. We call on the UK government to increase investment in HIV now in order to avoid paying a higher price later when HIV infections will have increased. Key affected populations including sex workers, injecting drug users and LGBTI must be at the heart of the response.”

Monday December 1 marked the 27th anniversary of World AIDS Day, a day when activists and people living with HIV from around the world come together in the fight against HIV, show their support for people living with HIV and to commemorate people who have died.

STOPAIDS is the network of 80 UK agencies working since 1986 to secure an effective global response to HIV and AIDS.

Kemptown MP tests in Brighton for HIV

Simon Kirby, MP for Brighton Kemptown and Peacehaven, took an HIV test this morning at Terrence Higgins Trust (THT) in Brighton as part of National HIV testing week.

Mr Kirby said: “I am delighted, as always, to support National HIV testing week and THT  in their efforts to increase HIV testing in Brighton. There are still far too many people undiagnosed with the virus, meaning they are not able to access effective treatment to live as long as anyone else.

“Having been the Vice Chair of the HIV/AIDS All Party Parliamentary Group I have long taken an interest in HIV/AIDS related issues and the importance of raising awareness of these.”

Mr Kirby also took an HIV test earlier in the week in Parliament as part of the Halve It campaign.

MPs and Peers took a confidential point-of-care test administered by clinicians from the Chelsea and Westminster Hospital NHS Foundation Trust, in demonstration of the UK’s policy commitment to HIV testing and in an act of solidarity with all those living with HIV across the world every day of the year.

This was the fourth HIV testing marathon run by the Halve It campaign. Earlier this year, a record 18 parliamentarians took an HIV test. During the event members of the Halve It Steering Group, including leading HIV clinicians and CEOs of patient and policy organisations, spoke with parliamentarians about the imperative for expanded HIV testing in a variety of settings.

After taking an HIV test, Simon said: “HIV is a significant public health issue both in Brighton Kemptown & Peacehaven and across the country. I am proud to support the Halve It campaign and the critical work of its local and national members to drive awareness around HIV testing and reduce late diagnosed and undiagnosed HIV”.

National HIV Testing week started on Saturday, November 21.

Simon Kirby, MP for Brighton Kemptown and Peacehaven and a long time campaigner against homophobic bullying has welcomed today’s visit to his constituency of the Secretary of State for Education.

Mr Kirby said: “I have long worked hard to raise awareness of this important issue. Bullying someone because of their sexual orientation is completely unacceptable and has no place in a civilised society. It can be particularly damaging for young people who may be concerned about coming out to their peers.

“I know that the Government takes this issue very seriously and I am glad that they recently announced more measures to tackle online homophobic bullying in particular.”

Greens say no to second runway at Gatwick

Following the decision made by the Conservative and Labour groups on Brighton and Hove City Council to give formal council support to building a second runway at Gatwick airport, Green councillors have announced their opposition to the decision.

Green councillors claim there is not enough evidence that the expansion would be good for the local economy and highlight the environmental and predicted impact on the local economy such as noise, increased traffic and poor air quality.

Cllr Tom Druitt

Green councillor Tom Druitt, group spokesperson for Economic Development said: “This is hugely disappointing from an economic and environmental point of view.  It’s shocking that Labour and Tory councillors have brought this to committee so soon after Conservative-led West Sussex County Council voted against the airport on economic and infrastructure grounds.

“Gatwick’s main use is for British holidaymakers on short-haul, outbound flights.  That means more flights will take people away from Brighton & Hove, when we should be encouraging tourists to come and spend their money in the city”.

Green councillor Louisa Greenbaum, sits on the Economic Development and Culture committee that voted on the motion.

Earlier in the year after realising that one of the sponsors of Brighton Pride was Gatwick Airports, she demanded Pride refund her ticket money to the event. Gatwick also sponsor The Brighton Festival and Brighton Fringe.

Cllr Louisa Greenbaum
Cllr Louisa Greenbaum

Asked for a comment at the time Cllr Greenbaum, said: “I’m afraid I am still at work and won’t be home until 8pm ish, but will do my best to respond tomorrow! Though it is my daughter’s birthday so might not be possible. Thursday I am travelling all day, so it might have to be Friday.

No comment was forthcoming and Pride refused to refund her the price of her tickets.

Commenting on the present decision, Cllr Greenbaum, said: “Air travel is extremely damaging to the environment, and is one of the fastest growing contributors to climate change. Building a second runway at Gatwick Airport would have a huge negative impact on the environment both globally and locally.  Expansion plans would destroy ancient woodland, impact hugely on air quality, and would increase road and rail congestion on already overloaded routes.

“At a time when we need to be encouraging more sustainable lifestyles to preserve the planet, this is an entirely irresponsible and damaging move.  I’m disappointed to see neither of the other parties acting in the benefit of local residents, businesses or the environment.”

Gatwick provides around 21,000 on-airport jobs, of which around 2,500 are London Gatwick employees. The airport provides a further 10,000 jobs indirectly and contributes £2 billion annually to the economy of London and the South East including Brighton and Hove.

Gatwick is owned by a number of international investment funds, of which Global Infrastructure Partners (GIP) is the largest shareholder. Between 2008 and 2014 £1.2 billion has been invested in the airport and since the change of ownership in December 2009, Gatwick has invested over £900 million in upgrading facilities for its customers.

Leader of Brighton and Hove Council questions role of Cameron’s policy advisors

Councillor Warren Morgan, Leader of Brighton and Hove City Council, has written to the Prime Minister, asking if the offer of help to his local Council from his policy advisors at Number 10, extends to other local authorities.

The Prime Minister has been criticised after writing a letter to the leader of Oxfordshire County Council, Ian Hudspeth expressing “disappointment” at plans to cut “frontline” services to the elderly, to libraries, to museums and the closure of children’s centres in the country.

In his letter, Mr Cameron offers help from Downing Street advisers saying: “I would be happy to initiate a further dialogue with individuals in the Number 10 Policy Unit and yourself.”

Reacting to the Prime Ministers offer of help, Councillor Warren Morgan, the Labour Leader of Brighton and Hove City council has written to the Prime Minister asking if the help offered by his policy advisors to Oxfordshire County Council, was for all local authorities to take advantage of.

Cllr Morgan wrote:

Dear Prime Minister,

“As Leader of a city council facing cuts of over £25 million in the coming financial year, and a budget gap of over £100 million by 2019, I was interested to see your offer of help from the No 10 Policy Unit to your local council in dealing with similar, if smaller cuts, affecting your constituency.

“As the use of the civil service for partisan advantage is against the ministerial code, I look forward to that advice being made available to other councils, including mine, in the coming weeks so that I can avoid decisions on service closures, job losses and withdrawal of funding that I will have little choice but to make.

“Alternatively, I would welcome a change of policy from your Government, the Treasury and the Department for Communities and Local Government, on the complete withdrawal of revenue support grant funding during the coming three years, a policy that will lead to severe hardship amongst the people I represent and the decimation of local services in the city I serve.

I look forward to your response.

Yours sincerely,

Councillor Warren Morgan

Leader of Brighton and Hove City Council and Labour and Co-Operative Member for East Brighton
