Liberal Democrat Councillor Paul Elgood has expressed concern at the council's new commissioning model "Creating a Council the City Deserves… a transformation programme for Brighton & Hove City Council."

Cllr Elgood said:
"This can only cause more uncertainty within the council. Whilst change in many respects can be welcome, it has to be the right kind of change, and this model has not gone through the checks and balances needed for such a fundamental restructuring. We are deeply concerned that this will lead to the privatisation of more services.
 
"There needs to be all party buy-in to this before it moves forward and we'll be looking for cast iron guarantee on how services are delivered and that jobs are protected."
