In advocating the city centre has a presumption against any new bars and clubs, Cllr Small states "doing nothing is not an option" (LIVERPOOL ECHO, Dec 24).
He is quite right but I fear he is hopelessly out of touch.
The Licensing Committee on which I serve and is ably led by his ward fellow Cllr Christie Banks, takes its responsibilities most seriously.
The answer to badly managed premises is not a blanket ban on new businesses and investment. The real answer lies with the police and other agencies doing their job and presenting their evidence to the Licensing Committee.
Liverpool city centre is one of the safest cities in the country, this policy would send out the wrong signal to customers and investors alike.
Liverpool will benefit from continued strong "precision" management, this political gimmick would damage the city disproportionately.

Pride in Canterbury recently had a very
positive meeting, with the local Age UK Office. They were interested in,
and sympathetic towards, our aims, and are keen to learn, and instruct
their staff, about the needs and issues of the older LGBT community.
In the latest newsletter, sent out by
email, Canterbury City Council boasts that it is the first town or city
in the south east to be awarded a Purple Flag by the Association of Town
Centre Management.
For many months, the Equal Love campaign has been lobbying the
Conservative party and government, and Tory MPs and activists, urging
them to support the legalisation of same-sex marriages and opposite-sex
civil partnerships.
I was greatly moved by the "It gets
better" video made for Youtube by our First Minister, Alex Salmond. His
impressive vision for a Scotland in which life for Lesbian, Gay,
Bisexual and Transgender (LGBT) people in Scotland continues to improve
brings hope to all LGBT folk - not just the young people to whom it is
addressed.
