Why is Importuning a crime in Liverpool?

Radford, leader of the Liberal Party Group questions Liverpool City
Council's interpretation of Importuning legislation.
Dear Paul Evans,
I understood the last government abolished importuning as it was a piece of discriminatory legislation which was applied and written against gay men.
However it appears in our licensing policy that the definition has changed. Do previous convictions that were applied under legislation abolished still act as a bar on licenses being granted?
I have written to you on this point before but not had the courtesy of a reply from you or your officers, in respect of night club flyers being distributed by gay club staff being threatened with arrest for importuning. -
So much for a City of Culture.
